What happens to street animals and who is responsible for this?
According to the law, stray dogs, cats in settlements (including those with collars, tokens and muzzles) are subject to capture.
Dogs and cats are caught in settlements in order to prevent rabies and other infectious and parasitic diseases of people and animals, as well as to prevent contact of neglected animals with people and animals.
Catching of dogs and cats in localities is carried out by organizations defined by local executive and administrative bodies, in which teams are created from instructed workers.
Activities for catching dogs and cats are carried out according to schedules agreed with local executive and regulatory authorities, and at the request of organizations operating the housing stock and (or) providing housing and communal services, and other organizations.
The basis for filing applications is the presence of stray animals in the served territory, as well as citizens' appeals and proposals received by the sanitary-epidemiological or veterinary services about the need to capture animals.
In exceptional cases, by decision of the local executive and administrative authorities, shooting of neglected animals is allowed.
Trapped dogs, cats with registration tokens, are kept for five days in temporary detention centers, about which the owner of the animal is informed.
Dogs, cats within five days are returned to the owners (except for animals sick or suspicious of rabies, as well as contact with which led to the application for rabies assistance) upon confirmation of their rights and after payment of the full cost of the cost of keeping animals.
Registration of accepted and captured dogs, cats is carried out by organizations involved in the capture of stray animals. Further use of such animals is carried out in the manner determined by the relevant local executive and administrative body.
Organizations operating the housing stock and (or) providing housing and communal services, veterinary and sanitary services analyze the results of measures for trapping stray dogs, cats and, if necessary, make proposals for trapping animals in the appropriate organizations.
